when some area is black out the whole system affected by that disturbances. 

in this case when one area is black out, power generated from power plants couldn&#039;t arrive to load center. so, power generated is bigger than power demand.

when this happen occurs, system will overfrequency and system will be collapsed if several prevention couldn&#039;t be done.
